Raul Allikivi is a renowned expert in the field of digital economy policy in Estonia and has long engaged in promoting the relationship between Estonia and Japan in diverse areas of digital technologies. He served from 2007 to 2012 as Deputy Director General at Ministry of Economic Affairs and Communications of the Republic of Estonia, being in charge of strategical planning in the ministry's fields of responsibility. In 2012, he founded a consultancy named ESTASIA and has so far intensively committed to promoting the transfer of digital technology from Estonia to Asian countries. He also founded another company for the trading of Japanese craft beer to European countries. Since 2016, he has been Chief Relations Officer at Planetway Japan, and has engaged in facilitating the transfer of cybersecurity technology used in the Estonian government’s systems to Japan. He published a book titled “Challenges for Estonia as a revolutionary country” in 2016. He received MA from Waseda University in Japan and BA from University of Tartu in Estonia.
